From my experience, best performance at the top. Lowest cost (for the =
software) at the bottom. Of course, the hidden cost of cheaper software =
is the extra time that one spends trying to make it work the way one =
needs it to.

1) Frame
2) PageMaker
3) MSWord
4) Printer/typewriter, light table, wax, knife, T-square, . . . . {ah, =
nostalgia ;-) }

I've had some success by using the page breaks, and planning my document
out before hand for the likes of table generation and scope capture =
pasting.
With this said it has worked out rather well, but very time consuming.
But with Frame I had all my templates ready made and the documents =
imported
data without spewing out temp files etc....  But in some groups Word is =
the
required doc tool.
