The primary potential issue with dual-stripline trace layers is crosstalk.
Characterization of crosstalk between signal layers is a must, unless you
are routing the traces orthogonally. Routing the two layers in the same
direction introduces huge broadside crosstalk problems, and if you do the
math you will find that you can route less traces per linear inch on two
parallel broadside layers, than if you introduced a ground plane between
them ... and ... that the total area is also less to maintain crosstalk
control
