Hello,
Instead of assigning IBIS model to whole cyclone IV component, try to
assign IO model of your choice to pin of interest in cyclone IV
component.This can be done in two ways.

WAY 1:
1.Assign default given IBIS model (.dml) to cyclone IV component in cadence
PCB SI.
2.Extract the topology of your interest in cadence spectraquest.
3.The cyclone VI pin of your interest would have been extracted, it would
be driver/receiver assigned with whatever model defined in IBIS.
4.Now go to model editor and change the buffer model to IO model of your
interest.

WAY 2:
1.Keep IBIS model of Cyclone VI converted .dml
2.Do not assign any model to Cyclone VI
3.Extract the topology of your interest in cadence spectraquest.
4.The cyclone VI pin of your interest would have been extracted, it would
be driver/receiver assigned with cadence default model.
5.Now go to model editor and change the buffer model to IO model of your
interest.
