HFSS is one of Ansoft's software tools. In theory HFSS can be used to
model PDN power plane and extract RLGC equivalent circuit (need
license), but nobody do that with HFSS due to very very very
time-consuming. Alternatively another Ansoft soltware tool SIwave can
provide the same function and can also convert S-parameter to RLGC
circuit (I believe share the license as HFSS).

PowerSI provides the familiar function for extraction of power plane
parameter and can also convert S-parameter to RLGC equivalent.

I believe many software tools can provide the same function, solely or
embeddedly.
