[SI-LIST] Questions about SI conferences

Noticed that both ISCE and EPEPS are calling for papers and participation.
Look like they are both sponsored by IEEE.
So some question is then
1) Why there are two or multiple conferences for the similar topics, by
similar origination and similar places?
2) What is the difference among them?
3) Which one is higher level in your hearts? Which one would be preferred
if two conferences are open at same time?
