Bipin, You have a buried microstrip. Since the trace is buried inside the dielectric, and in this geometry the EM field is most contained inside the dielectric the propagation velocity is very nearly the same as for stripline. The impedance is not the same. Also, I'm assuming that the dielectric is the same both above and below the signal layer.
