[SI-LIST] Power Plane impedance measurement on the PCB

Hi Experts,
I have a question about making power plane impedance measurements on the
PCB with VNA. Will it include the effect of Die capacitance of the ASIC,
or do I need to power up the card to invoke the die capacitance.
