[SI-LIST] Power Integrity- How to set Z target

For Power Integrity simulation, we calculate Z target as (V * %ripple
tolerance)/ Max. Current.
In order to avoid over-design and get optimal results:
1. How do I set the % ripple tolerance?
2. Since we test and verify results in EMC lab. I am looking for guides/
formula that correlate between Z target and radiated (and conducted) emission
CE mask
