The OOP messages cannot be screened by the si-list software
because they do not traverse the si-list server, they are
sent directly from the system whose owner is OOP to the poster
of the message. Since they are sent direct rather than through
the si-list system, the system can't do a thing about it.

(the other lists you allude to may screen OOP messages, but
to do that all the subscribers would need to have their mail
clients misconfigured. As a general thing it is considered
bad form to send OOP messages back to a list posting address)
