Lee,
You are correct. There are only a few glass suppliers that will provide a
3313 "spread" version. They will charge a premium if the do.  You can use 2
plies of 1067 which is spread to meet the same dielectric thickness
requirements. These will add more cost but they will work to minimize skew.

But my question was different. What is the meaning or how you decide on the
number? Is it really random number or has anything to do with any of the
properties? Hope this clarifies the question.

3313 is a very common glass style used for 0.004" to 0.005" dielectrics.
It has good skew properties because it is considered a square weave
with balanced yarn counts in both the warp and fill direction. See the
list below of other common glass styles. 8313 is a low Dk glass that
was offered by JPS. Asahi and Nittobo also offer low Dk versions of
3313 but they are still named 3313. You may want to download the JPS
Composite app from the app store. It has a wealth of information about
glass styles, weights, thickness, properties, etc.
