That paper is our work. IPC has a set of standards that define the number
of threads per inch and the number of fibers in each thread in both warp and
weft. How these bundles are formed is up to the weaver. As a result, under
a single number such as 3313 there can be as many formulations as there are
weavers. Our paper shows that.
The weaves that result in the lowest skew are those known as "spread" glass.
The spreading has been done to make laser blind via drilling more uniform,
not for skew. As a result, you can't depend on a single ply of any spread
glass to control skew.
We have found that two plies of very thin spread glass do very well.
