This is a reasonable overview and has a graph (Fig 3) indicating the effect of
voltage.

Subject: [SI-LIST] PCB CAF
Hi All,
Does anyone know if CAF is a concern for low voltage signals? When I talk to
the PCB house they point me to test reports of the material that were completed
at 100VDC. I can't find anyone to adequately explain to me if/why voltage
doesn't matter.
Suppose I had two 10 mil vias that were 15 mils apart wall to wall (1 Signal,
1 Ground). The signal via carries a 1.2V signal.
Is this something that I need to worry about?
Thank-you for the great information over the years....
