Do you mean the skin depth is smaller than 3mil, so the thicker outer shield
should not help?

Neo, if 3 mils of Cu shield thickness is showing up as your dominant
loss, then you are either running at deep sub MHz frequencies, or you
set the problem up incorrectly.
