I know the affect of a trace routed over a break in a power plane.
 
I'm wondering how much the effect is mitigated if the power plane is 2
mils separated from a ground plane, using buried capacitance. Would the
return current be able to 'jump' over the break by going through the
'buried capacitor' to the ground plane and back?
