Search for "Cauer Ladder" which is a series of R-Cs that that attempt to model
the thermal time constants of various elements within a semiconductor. A step
change in temperature at the input can be plotted over time to determine the
thermal transient response.

Yes.

Thermal capacitance helps control the rise and fall of temperatures, together
with thermal resistances, these create R-C time constants.

For sounding rocket missions, which last 20 min max, most of which is in
vacuum, we depended upon thermal capacitance to soak up heat generated during
flight operation.
