Vivek,

Vinl and Vinh are input threshold parameters, but Vmeas is not.
Vmeas is the voltage at which the driver's waveform became
valid with the specified load.  In other words, this is the
point where Tco is happening, and this is where you should
start to measure your flight times from.  See pg. 35 in the
IBIS v5.0 specification:

| The Cref and Rref subparameters correspond to the test load
| that the semiconductor vendor uses when specifying the
| propagation delay and/or output switching time of the model.
| The Vmeas subparameter is the timing reference voltage level
| that the semiconductor vendor uses for the model. Include
| Cref, Rref, Vref, and Vmeas information to facilitate
| board-level timing simulation. The assumed connections for
| Cref, Rref, and Vref are shown in the following diagram:

Hi,
I've an IBIS model for a SDRAM. For all the address lines, the thresholds are 
defined as Vinl and Vinh, but for the digital lines, it is just Vmeas. I would 
like to know why is it defined differently and the related significance.
