Hello, Sunil,

It is possible to use either TDR or VNA for doing mutual L or C measurement.
A good document to read would be TDR Techniques for Characterization and
Modeling of Electronic Packaging,

There have also been a number of papers on doing this work with TDR and VNA
in late nineties.
