Zhangkun,

This is the perspective of an EMC guy.  Steve has made a very good point
about both the spatial and frequency dependence of Z.  Certainly, the vector
Z at any given point and frequency on the board covers "energy storage,
decoupling, bypassing, and so on" as you suggest.  If all you meant to ask
was whether those other terms could be wrapped up for a single frequency and
spatial point, I think you are quite correct.  The only difficulty I see is
that some of those other terms may not normally be expressed in the
frequency domain.
