I am sorry, you got me wrong.. Kindly assume that I do not have access to
Hspice tool.
I want to use only open-source spice simulator Berkley spice or ngspice.
This is not about IBIS to hspice conversion. this is about IBIS to
behavioral-spice model conversion.
I was thinking to use VCCS (in PWL format) for V-I table data. but what to do
with V-t table data?

I wouldn't recommend it as in conversion from IBIS to HSpice you loose a
lot of detailed data points. But if you must then try converting to HSPICE
then from their tweak the code for Berkeley SPICE.
