For the IBIS Model generation , I generally use Cadence Sigrity T2B.

Theta JA is related to the Thermal Analysis, Presently there is No relation
with IBIS generation and Thermal Modelling of the package.

Cadence Sigrity has a Power DC Solution which can perform both Electrical -
Thermal Co- Simulations for your Packages.
