There is no easy rule of thumb, it depends on how the data is encoded
for transmission.  For the most common pulse modulation schemes
(on-off), RZ (return to zero), and NRZ (not return to zero) the clock
rate is the same as the data rate. In NRZ the highest frequency
component in the data is 1/2 the clock or bit rate.  In RZ it is equal
to the bit rate.  More complex schemes usually involve linear
modulation, i.e. multi-level, or multi-phase encoding.
