I calculated TIE by considering the zero crossing transitions of the received waveforms and the reference clock. My question is, in the points where there are no transitions of the received waveforms with respect to the reference clock( ie. remaining 0 or 1 for a long time) are we supposed to put TIE as 0 or is TIE not defined at these points ?
