Vysakh, My background is frequency synthesis, so my view may differ from others: I view TIE as what I've called "absolute jitter": the deviation of a clock signal (however derived) from an ideal (fictitious) timebase. So, I would think you first must recover a clock from your received data by some means (say, a CDR) then look at the resultant zero-crossings with respect to an ideal timebase. The short answer (about which I may not be quite correct), is that you can't measure TIE based on data alone. You've got to recover a clock first.
