Let me save folks the trouble of emailing me regarding the
frequency dependency of the loop inductance of a transmission
line.

What I took the question to mean was a "lumped" parameter value
for a component.

I am not sure what you're looking for.
The inductance of a via is a physical property of the
part independent of frequency (or rise time). What are
you trying to accomplish?

As a data point a typical Via Round 23 Drill 10 62 mils long
has roughly 1nH of inductance.
