I tried Googling Bleaney and Bleaney and Amazon, but I can see there could
be problems in USA.  More Googling could be fruitful.
 
I have the second edition, Oxford University Press 1965 -naturally enough,
that's my university.  Now there is the fourth edition, 1989 (?), in two
volumes, I have not seen, but I think Volume 1 gives the fundamentals and
wave equations we discussed.
 
Alternatively, you could look at:
Electromagnetics, Fourth Edition, by John D. Kraus, McGraw-Hill, 1992
This is often mentioned and I suspect it will be in many a USA library, but
I have not seen it.
 
I have also Sokolnikoff and Redheffer, "Mathematics of Physics and Modern
Engineering" Second Edition (McGraw Hill, 1958 and 1966) which is very good
on vector calculus: grad div and curl.
