Hi Avtaar,
During manufacturing, dielectric material produce certain type of gasses
which need to escape out. If you cover the dielectric with a sheet
metal, these gasses will produce "bubbles" under the planes and cause
delamination; therefore, during manufacturing, they place openings on
large areas with continuous metal planes to let these gasses escape:
hence degassing holes.
