Also, it's not clear what "fails" means in this case.

Failing can be as subtle as the jitter being slightly
out of spec, or the PLL can be completely off the
rails (so to speak) and anything in between.

All that Zhangkun originally said was "When the
inductor is used, the PCB does not work. When resistor
of 0 ohm is used, the PCB work well."

The other statement was that there were 3 PLLs on
board. Zhangkun, are they all similar with similar
individual power filtering?  Do they exhibit the same
problem?
