Merry Christmas, Memory setup times are defined at the Pin. Nevertheless I usually do Die to die simulations and take the setup time values also for this simulation knowing, that I possibly have a double count of package x-talk and some possible mismatch due to package trace length. For DDR2 (even 1066) this should be second order effects.
