This is done by performing the following simulations:
* The no-crosstalk delay, with the victim net switching and no aggressors
switching.
* Experiment with which aggressors are switching high and which are
switching low to get the worst-case conditions due to crosstalk, for both
rising and falling victim net cases.
* Finally, simulate with both the aggressor and victim nets switching.
Measure the time to Vih for both MAX and MIN corners. This will give the
worst case change in delay for rising crosstalk.
* Repeat for Vil for worst case delay in falling crosstalk.
