You can actually use just about any tool that will perform frequency domain simulations to do the port reductions you have inquired about (i.e. Hspice, ADS, Designer, Hyperlynx, Speed2000, etc. ......) There are a number of tools that automate the process such as the Hyperlynx editor, Apache s-parameter utilities, ADS, PowerSI and others. Just terminate the undesired ports with their characteristic impedance and put simulation ports on the ones you desire to keep. Then run a freq domain simulation and write out the results as a Touchstone file. If you have a .s16p model and terminate 8 of those ports you will end up with a .s8p model (that has the ports you didn't terminate). Bottom line is that the conversion is almost trivial with any of the common tools mentioned above (and others).
