Mario, well it really comes down to what you intend to be designing and verifying. Are you going to design boards and systems, silicon, or both? Are you going to use outside services for some, or most of the tricky work? What's your time line for acquiring and training your staff? I think you need to begin with the basics and define what it is that your SI group is going to support and when over the next 24 months or so. Then hire, lure, kidnap whatever it takes someone to lead that group who has the requisite experience and knowledge. That's the person who is going to be able to tell you what to buy and how to fill out and train the group staff. In the meantime you might do well to buy some time from a consulting expert like Ed Sayre to come in and help you figure out a decent plan, and/or help you filter your prospective hires.
