Looked at the answers and dug online. I think Curt is right. It's a deep
depth via so sublamination (i think that is what it is called) is being
used to combat the issue. Moral of the story here is trade-off it seems.
At a deeper level... the reasons I'm attempting thick outer layers is
because there is a combination of slide in edge connections, vias, and pcb
to wire transitions on the channels I'm designing - hopefully. Let's also
mention it is an 18-20Gbps design on a single channel. And the board is
barely over a single square inch with a chunk of of components. I look at
it and can't see it any other way. If I use those think pp and core
thickeness like Jeff L. is suggesting, my impedance goes to absolute sh*t
even when I provide cutouts (which I try not to do in the first place). So
maybe I need to think of something else...
In the end, keeping an eye on these things will help me figure out what to
do so i'm not playin' ring around the rosie. It is excruciatingly annoying
with deadlines and all

I know this won't help you now, but I think this is one of the best
showstoppers for any little bit more sophisticated board designs:
"boss doesnt't allow the engineer to control that".
This type of bosses is the one who needs a crash course about board
fabrication...
