Rick,  Some additional information is called for.

First, what do you mean by "slow to respond"?  Do you mean step load 
response in us, ms, s?

Second, the mechanism used to share the supplies was _____.  I would 
presume a droop method using a common current control bus, but that is an 
assumption.

Third, were the planes all stitched together over their area, or were the 
ties limited some how.

Off-hand, it sounds like you did not connect the current share sense 
between the supplies, or you are using supplies not designed for current 
sharing, or the bulk capacitance has not been properly engineered.
