Mike, Thanks for your question! BIRD 123 is currently in discussion at the committee level. As one of the authors of the BIRD, my viewpoint is admittedly biased, so I'll leave it to others to comment on adoption and timetables. To your second question - one of the goals of the BIRD 123 is to allow IC vendors to include the jitter parameters as part of their model using a standard syntax. This is what some IC vendors are already doing with their proprietary simulators - when you select a particular technology and model, there are jitter and noise budgets that get automatically included, whether you realize it or not. The jitter and noise syntax we've proposed in BIRD 123 allows vendors to provide that same data in IBIS-AMI models. For what it's worth, there are IBIS-AMI models out there that are already leveraging this syntax.
