.brd isn't one defined format and is used for different things. The most common EDA Tool using it would be Cadence Allegro, but EAGLE, WinBoard and BoardMaster also use it. If you know the EDA Tool that generated it (Version number will be helpful too), then you might find a conversion tool. Some Gerber viewer can import Design Data, but the best way is to use the Design software for the export. Some of the free EDA viewer allow plotting the Design, or even to generate GERBER. The EDA maker offers those viewers for free on their web pages, but the functionality differs between manufacturers. The best idea is to let the PCB Designer do the conversion.
