The ripple is in the insertion loss,and the return loss is normal.
I set the max delta S at 0.0075.
the ripple at 4GHz is about 0.1db(the total fanout length is only about 
200mil,material:M4 ).
Yes,I was doing an interpolating sweep,the start frequency was 25MHz and the 
step is 25MHz too.

You said your ripple was in the insertion loss, not the return loss correct?

What is your convergence criteria?

How far down does the ripple go at 4 GHz for the 20GHz sweep?   Are you doing 
an interpolated sweep?  How many data points are you outputting?
