Most Laminate makers use the IPC-TM-650 Stripline method these days because
the cavity measurements only measure the vertical oriented dielectric
properties (which is not the dielectric as the stripline sees it).
Cavity test is still used by some plastic material manufacturers, but I don't
know how they treat the individual modes You could check IPC-TM-650 2.5.5.13 if
there is a note about the different modes.

Dear Experts,
How do the Dk/Df parameters extracted with the different TM020/TE011 mode
measurements? Is there a good reference for that?
Substrate vendors like Ajinomoto usually provide these parameters by measuring
both of these modes and I'm trying to understand how the measurement setup
looks like.
