Is there anybody out there you can survive with simulation or with
measurement only ?
I think in today's environment this is not possible any more.
For simulation you need to have measurements to ensure you are still on
the right track.
For measurements it is not possible any more to measure where you want
to see the signal. Even if in this case the scope does some
"simulations" it is critical to understand simulations and to generate
models.
So understanding measurement including the accuracy/errors here and also
understanding simulations including all drawbacks/errors that comes with
this one is essential for any high speed digital work.

education about NIST Tractability and I have taken an MIT course on

At Keysight we use NIST traceable standards to calibrate the instruments :).
NIST has a few ways to measure femto-seconds and claims they can go down to
10 femto-seconds.
