Jory, I wouldn't be so concerned about the decoupling between PG if the thickness of the board is 62 th. I guess the separation between planes in S1 S2 G P S3 S4 stackup is so big that the capacitive effect doesn't count too much. I would rather plan the new stackup depending on other requirements (impedance, crosstalk, delay, etc.). From many points of view the new structure looks even better (i.e. crosstalk). Also, look out for return loops that might be bigger than expected, say for S4. Probably want to route differentials on the inner layers due to mismatched propagation of diff mode/comm mode on outer layers.
