This has been covered before.

It refers to the type of geometry
you are trying to solve.

2D cross-section solver is for an array
of strips (or slots) with uniform cross-section in
the z-direction. So you get inductance
per unit length, capacitance per unit length,
impedance, etc.

2.5D generally refers to mostly planar
problems. Multiple dielectric layers,
multiple planes of metal and vias 
between layers.  The vias are the half
dimension. It's not fully 3D arbitrary but its
not just flatland either.

3D refers to arbitrary 3D geometry. You
can do anything, but at a price. Price
is model building time and computation
time.

2D is fastest, 2.5 takes longer, in general
3D takes the longest, but of course there
are always exceptions.
