12 kHz to 20 MHz range is a typical range of interest that covers many 
applications. And while at a minimum, 12 kHz to 20 MHz is probably useful for 
you as well as a rough gauge of the phase noise performance , you will want to 
use offset/center frequency that matches the spec of your application (i.e., 
PCI Express, etc.)

Why most of the application notes, datasheet represent 12 kHz to 20 MHz range 
of frequencies for phase noise measurement. Should I choose 12 kHz to
20 MHz range regardless of my actual carrier offset and center frequency?
