Dogs no matter how well trained make mistakes. They are not light switches that flip on or off. They are also trained to hold whoever they are latched onto until that suspect quits fighting. Yelling out by the suspect will not make the dog let go either. Don't make judgments until you've worked with dogs trained for manwork.
