"Easier" than what? You own a dog, you have a civic responsibility to obey
the
laws re licensing, vaccinations, leash laws, # of dogs kept, nuisance
(barking, running loose) and all the rest.
IMO, all this fuss over legislation comes from two camps; the strict
Libertarians who think any law is an infringement on some right or another (the
same
people protest seat belt and motor cycle helmet laws and that's fine, that's
their right and one thing about Libertarians, they sure are consistent!) AND
those who have something to hide (over dogged for a particular community,
dogs kept in such a manner they'd be embarrassed for their peers to actually
see...)
Those that have something to hide are pretty darn vocal.
