Before being approved to judge Shepherds, would-be judges are supposed to attend specialties, preferably the National. If they go, they should see the temperament test being done properly...and since with a few exceptions, it is specialists who have a background with the breed, the specialty judges should be doing the evaluation properly. If the :"trainee" judge is paying attention, they should be learning how to do it by watching; that's if they are so stupid they can't watch the video or DVD or read how to do it somewhere, or pay attention at a seminar. It isn't as if it's a difficult thing to do properly... and if specialty judges don't do it properly, then they should be reported to the PC.
