Could incorrect croups cause this? An incorrect tail? These are just long heavy tails, that are carried low...as for balance and a rudder...I had a bitch whose tail had to be amputated at 3 weeks old. She ran and jumped and gaited absolutely perfectly. I do not think she speaks for the breed, but I do not think the tail has anything to do with being a rudder, or helping with balance. My pup has a lovely long sloping croup, one of the best I've ever had or seen. His long tail is a beautiful extension of his croup, and makes a lovely line. It is not dead, but is doesn't look good either! I have gotten lots of posts of dogs with normally happy tails who just hold their tails low when gaiting and appear to have dead tails. Not so, but it sure is a problem. Next time a judge puts up a "dead" tail, I am going to pay better attention, and see if that judge maybe is a smart cookie.
