Actually, there's a very good chance this is a scam.  The infamous Nigerian
scam artists are using the relay service quite heavily.  Why?  Because it's
much easier to hide the scammer's identity.  The person perpetrating the
scam never has to talk to anyone.  They use a TTY machine or a text phone,
so no there's no need to try and hide an accent.  Plus, the scammer doesn't
have to pay for an expensive international call; the relay service is free.
This is a real shame because deaf people, making legitimate calls, find
themselves being hung-up on a fair amount of the time.

Of course, not all relay calls are scams, but relay scammers *are* a big
problem.  Relay operators estimate 50 - 75% of all relay calls are either
fraudulent or obscene.  Who pays for these illegitimate relay calls?  We do!
On your next phone bill, check out the charges listed under "Taxes and
Surcharges."  Under "Government Fees and Taxes," you'll find a surcharge
called "Telecommunications relay surcharge."

Another thing that points to fraud...  The fact this person is so eager
to send money to the puppy seller is highly suspect.  This is exactly how
the Nigerian scammers operate.

Relay Calls are used for the hard of hearing.  I have had to deal with Relay
calls several times in our business.  You are supposed to talk to the
operator (relay person?) as if they were the one who was calling.  It is a
very odd and uncomfortable situation, but it is not a scam.  Whether that 
person
would be a good puppy buyer, that is another story.
