Yes, whites can be masking other colors. I had a white bitch who was masking
Sable. When bred to a black and tan, we got some sable pups.

A German judge told me the reason originally was they knew some white dogs were
hite because they were dilutes. They knew breeding dilute to dilute would
esult in recessive genes being expressed that may have serious problems such as
eafness, cleft palates, blindness and heart problems. He also said some white
ogs were simply white dogs, but at the time there was no way to tell them
part. I would guess you could now with DNA testing. I apologize if this has
