In PA (and I'd suspect a lot of areas that were once or still are  
agricultural), a person who owns livestock is within their rites to shoot on  
sight a 
dog trespassing on their property.
 
I like your idea though, and I like Doris idea of "mind your dog to begin  
with and none of this will be an issue":))))) 
 
All kidding aside, there's a bigger problem than PR.  The fighting  dogs 
we're now seeing in...errrr...the more seedy areas of some communities  aren't 
just Pits...you have some mighty big South American mastiff type  crosses.  
These 
dogs are for fighting and protecting the fruits of whatever  illegal 
endeavors are going on.  I fully realize me it's the owner,  not the dog, but 
in so 
many cases these dogs have been bred and abused to  become fighting machines. 
You aren't going to reach THEIR owners with a  feel good display of nice 
doggies 
(that's the LEAST of the problem!); nor are  you going to convince them 
responsible dog ownership is the way to go; Nor are  you going to convince the 
police in a particular location that the nice  demonstration they saw in the 
park 
last week will be the same reception they  get when they bust down a drug 
dealers door with a similar doggie on the  other side.
 
I'm against BSL.  I'd enforce the heck out of every other law on the  books 
re rabies cert, license, pick up the offenders and hold the dogs for  however 
many hours the law required.
 
I have three police officers who have puppies of mine for their families,  
and gosh, it's eye opening and chilling to hear what they go through in seedier 
 
areas.  Again, it's not the dogs, though God knows, they'll pay for  it.
