Dear Breed Club Officers,

The controversy  over S1139 (PAWS) continues, with more dog owner groups 
joining the opposition  list. Hunting breed owners and rescuers predominate. 
Wayne 
Pacelle, CEO of the  animal rightist, anti-hunting HSUS, which had a 
substantial role in drafting  PAWS, announced this week that his HumaneUSA PAC 
had 
contributed $5000 to Sen.  Santorum's reelection campaign. The major anti 
groups 
are also bringing their  supporters into Washington next month for a 
convention and a day of one-on-one  Hill lobbying of bills such as PAWS.

There's been a question raised as to  whether a non-profit group may legally 
lobby on issues affecting it. The answer  is unquestionably Yes. Most of your 
organizations are either IRS 501(C)3  charities or 501(C)7 non-profit clubs. 
Such entities may spend 20-25% of their  annual expenditures on issue lobbying, 
as documented in IRS letter rulings. Any  reasonably competent accountant 
should be able to confirm this for  you.

The AKC, NAIA, ABC, ACC, ASSA, USSA, HSUS and DDAL are all organized  as 
non-profit clubs or charities. All of them are lobbying Congress on PAWS, as  
are 
for-profit groups. Friends, the fight over this bill and the likely  federally 
licensing of so many private individual dog owners is shaping up to be  
tighter than I first expected. Everyone needs to join in and pull their weight  
opposing PAWS. There are no passes on this advocacy litmus test. 

Please  join the effort to defeat PAWS. I look forward to your  responses.

Dear  Fellow Dog Hunters,

There's been a lot of confusion about Sen. Rick  Santorum's S1139 (PAWS), the 
bill jointly supported by the AKC and the animal  rightist, anti-hunting 
HSUS. Make no mistake here, friends. PAWS is extremely  damaging to several 
breed 
groups, some hobby breeders and all rescuers. It  establishes separate, double 
federal licensing criteria for hunting and security  dog owners, treating 
them differently than everyone else and literally shuts  down rescuers and 
pedigreed cat breeding. 

I spent 30 years lobbying  federal legislation and agency rulemakings and I'm 
convinced that the AKC has  made a series of serious mistakes with this bill. 
Please don't make same error  that others have and sit on the sidelines, 
never figuring out what to do or who  to believe.
