The lack of a leash law, or the enforcement of one is one of the contributors
to these issues.
Another reason is the chaining of dogs. A chained dog can develop a territorial
attitude about
his "space" and when anyone wanders into that space, a mauling occurs.
There were statistics regarding the numbers of children mauled by chained
dogs....the numbers
were startling.
I cannot tell you how often I was accosted by loose dogs when I would try to
walk one of mine
around our local cranberry bog. There IS a leash law in our town, and so I
reported people to
the local ACO. It took a lot of prodding on my part to get her to come DOWN to
the bog
and confront the people face to face since no one was bothering to read
signs/obey laws.
You should be able to go for a walk, with or without a dog...and not live in
fear of being
jumped on/bitten/dirtied/harassed by someones dog!
